Khazar University provides a limited number of merit-based scholarships. The applicant does not need to apply for a scholarship – if eligible, Khazar University will notify the applicant in the Offer of Admission. If offered, the scholarship will be reviewed on the annual basis by an appointed academic panel at Khazar University and may be extended for the next year of study, provided that the student’s academic performance is considered up to its level. Additionally, there are a number of Government scholarships you may apply to.

  1. Heydar Aliyev International Education Grant Program – How to apply                                     
    The Ministry of Foreign Affairs and Ministry of Science and Education of the Republic of Azerbaijan are pleased to announce the “Heydar Aliyev – International Education Grant Program” for 2026-2027 academic year. This program is dedicated to the exceptional role of the founder of modern Azerbaijan, the brilliant political and state figure, and the National Leader of the Azerbaijani people, Heydar Aliyev, in securing a deserving position for the Republic of Azerbaijan in the international relations system. The grant program was founded in order to support the education of foreigners in Azerbaijani higher education institutions.

    2. The Intergovernmental Scholarship Programs [Hökumətlərarası Təqaüd Proqramları (HTP)] – More info

    The Hökumətlərarası Təqaüd Proqramları (HTP), or Intergovernmental Scholarship Programs, are strategic initiatives by the Azerbaijani government aimed at fostering international educational cooperation and strengthening global partnerships. These programs provide opportunities for Azerbaijani students to pursue higher education abroad and for international students to study in Azerbaijan, based on bilateral agreements with partner countries.

    Scholarship Opportunities

    • HTP scholarships are designed to support students by covering tuition fees, accommodation, and, in many cases, providing additional stipends to meet living expenses.

    • Scholarships are available for Azerbaijani students seeking to study abroad and for international students wishing to pursue higher education in Azerbaijan.

Khazar University Scholarships

  1. Nailekhanim Foundation Scholarship.  

    For 2026-2027, the Nailekhanim Foundation (Azerbaijan) offers a high-profile competition-based one full scholarship for a gifted female student, regardless of national background and citizenship, who is determined to pursue her studies towards a post-graduate academic degree (either Master or Doctoral). The Nailakhanim Foundation is a non-for-profit organisation that was established in memory of Nailekhanim Isayeva, co-founder of Dünya School and Khazar University. Nailekhanim was a renowned educator whose vision and energy shaped the development of both institutions. The Foundation is set up to commemorate her passion and commitment to education.

Selection Criteria 

  • Write a strong motivational essay* on the following topic: “Describe a situation or situations where you demonstrated or witnessed female leadership and how it made a positive difference”
  • Possess the appropriate level of fluency in the English language to be able to conduct academic research
  • Demonstrate a proof of high-level academic merit, with a minimum A-, 90-92, or 3.7 (out of 4) of grade point average (GPA), or equivalent, depending on the grading scheme of the applicant’s previous university

Essay is understood here as a short, analytic, interpretative, or critical literary composition dealing with its subject from a limited and often personal point of view (based on Britannica’s definition).

Shortlisted candidates, selected by the Nailekhanim Scholarship Selection Committee will be interviewed by an appointed expert panel, which can have the members of the Committee and other scholars and practitioners. The Nailekhanim Scholarship Selection Committee’s decision on the chosen candidacy to become the Scholarship-holder will be final. Please download the application from here. 2. Khazar University Tuition fee waivers                                                                                                      
Khazar University offers merit-based scholarships in the amount of 25%, 50% or 75% tuition fee waivers. You do not need to make separate applications for this, each applicant is automatically considered for this scholarship. However, it is not 100% guaranteed.
